Facilities staff explain student-yield factors after board question on Camden Square project

When Board Member Dr. Tobin asked how the student-yield numbers in the construction report were developed for a proposed Camden Square project, Kyle Ruff, director of facilities, explained the district uses student-generation factors in the master plan appendix and multiplies those by the number of multi-bedroom units.
Ruff said the district references the 2018 study used in the master plan appendix to develop yield factors by cluster and housing type. "We then multiply the yield factor by each of the units. Camden Square, for example, has a mix between 1 bedroom and 2 bedroom apartments, we don't look at the 1 bedroom apartments. We only look at the multiple bedroom apartments," he said, adding that nearby apartment complexes have historically generated very few students.
Dr. Tobin raised the follow-up question whether local economic conditions and housing cost pressures — which can cause families to occupy one-bedroom units — are reflected in the yield factors. Ruff said the methodology is based on the 2018 third-party study and that the surrounding complexes in the Parole Town Center area have produced low yields in recent practice.
