City to consider interlocal utility interconnect with Eagle Lake for emergency service

City staff reviewed an interlocal agreement with the city of Eagle Lake to establish an interconnect that would allow Winter Haven to supply emergency water service to Eagle Lake under defined circumstances.
Staff said the connection is part of a settlement between the two cities dating to 2004 and described the physical interconnect as visible near State Route 540 (Winter Lake Road) northwest of Cooley Road. The agreement defines an emergency as an urgent, unforeseen transmission, treatment or distribution failure and limits emergency operations to periods not exceeding 96 continuous hours. The agreement also defines a short-term need (not exceeding 60 calendar days) and a long-term need (exceeding 60 days).
Staff said Eagle Lake would pay for water supplied at the city’s lowest commercial rate but would not be charged the administrative fees typical for commercial customers; the arrangement is limited to water volume charges. The agreement requires Winter Haven to provide assistance only if it has capacity and if doing so would not jeopardize the city’s consumptive use permit or operational levels.
The interlocal was discussed as an item on the consent agenda during the agenda review; no commission vote took place in the review session.
