Monroe staff flags budget caution; $360,000 included in state capital proposals for youth baseball turf

City staff told the Monroe City Council on April 22 that the city is taking a cautious approach to spending after reviewing revenue trends and near-term budget uncertainty, and that staff would continue monitoring the 2025 state legislative session.
Julie from the Finance Department reported that sales tax revenue remains “on target” but is received with a two-month lag and real-estate excise tax (REET) revenue is one month behind; building permit revenues and capital facility charge receipts are down. The mayor announced budget-management measures asking department directors to critically evaluate travel, training, contracts, subscriptions and staffing to avoid creating a midbiennium shortfall.
Separately, Liam McCorkle told the council that both chambers’ March capital budget proposals included $360,000 for Monroe’s request to replace turf at the Rotary Youth baseball fields — an item staff described as “pretty exciting.” McCorkle also noted that five council members and three staff members planned a trip to Washington, D.C., the following week to meet legislators and advocate for city priorities.
Staff said they will continue to provide updates through the end of the legislative session and will report back to the city’s legislative committee with a recap of bills and budgets relevant to Monroe. Council did not take a formal budget vote at the meeting.
