Monroe council accepts first reading to update park impact fees and methodology

The Monroe City Council on April 22 accepted first reading of an ordinance amending chapter 3.52 of the Monroe Municipal Code to revise the city’s park impact fees and the calculation methodology.
City staff and consultant Community Attributes Inc. presented a proposed methodology that calculates park impact fees based on residential bedroom count rather than the city’s prior unit-type approach. Ben Swanson summarized the April 15 discussion and said the new method aligns with state law and updated impact fee techniques. A consultant from Community Attributes discussed the methodology at the prior meeting, staff said.
Councilmember Walker moved to accept first reading of Ordinance 52025 amending chapter 3.52 MMC; Councilmember Hanford seconded. The motion passed 7–0. The ordinance was put on first reading at the meeting; council did not adopt a final ordinance or set a final fee schedule during the session.
Staff said the measure updates the city’s schedule of park impact fees, provides for severability and establishes an effective date when the ordinance completes the required readings and adoption process. The council’s action was a procedural step to advance the ordinance to its next reading and public-notice requirements.
