IT department seeks position reclassification; commissioners ask for budget impact analysis

Thurston County HR Director Maria Ponte presented a request from the Information Technology Department to reclassify a position to a Systems Manager classification. Staff said the change would balance maintenance/operations and project/portfolio management within IT.
HR advised the position is non-union, that the classification fits the work, and that the salary increase is about $2,400 per month; funding is through internal service rates. Commissioners asked for additional detail on IT’s budget, the source and distribution of internal service rate impacts, and what efficiencies the new position would create. Maria Ponte said budget staff had verified that IT could absorb the increase for now but that internal service rates would carry the cost forward.
Commissioners asked staff to provide a short written briefing on how internal service rates work, historical spending in IT, and how the new position would affect department customers before the item returns for final action. Staff agreed to schedule a follow-up meeting with IT, HR and budget staff before the next board meeting.
