County approves sole-source lighting upgrade at Waste & Recovery Center; project partly reimbursed by operator

Thurston County Public Works asked the Board on April 22 to approve a sole-source contract with Wielden Energy Solutions for lighting upgrades at the Waste & Recovery Center. The board indicated support during the agenda-setting session.
Public Works said current lighting at the facility is outdated and inoperable in many areas. Puget Sound Energy performed an energy audit and identified improvements that qualify for a utility rebate program for which only one vendor—Wielden Energy Solutions—participates. The total project cost was quoted at roughly $21,500; estimated annual savings were described as approximately $6,600. Public Works explained internal auditor review and sole-source justification consistent with county policy and statutory requirements.
Republic Services, which operates the transfer station portion of the site, agreed to reimburse half of the transfer-station upgrade cost; Public Works estimated the county share at approximately $13,157. Staff said the expected payback period is about 3.25 years.
Commissioners responded positively and asked staff to proceed; staff confirmed internal accounting and reimbursement arrangements would be finalized and the contract would follow county procurement and audit procedures.
