Planning commission recommends use‑permit requirement for assembly halls, corrects stormwater references in UDC

Staff presentation and intent
Robin (Community Development staff) said RZ2505 would change the UDC use table to require an approved use permit for “Assembly Hall/event facility” where the table previously listed the use as allowed by right in certain districts (C‑1 and MIX). Robin explained staff’s intent is not to prohibit event facilities but to require a use permit so the city can place operating conditions (hours, noise, parking and traffic mitigation) and avoid unintended conversion to late‑night uses.
On RZ2506, Robin said the amendment corrects an internal cross‑reference for stormwater detention language. The UDC currently references a non‑existent section (2.3.6); RZ2506 replaces those references with Article 10, section 10.2.4.c (Detention/Retention Design) so the UDC points to the proper design standards.
Commission questions and rationale
Commissioner Trey James asked about the downside of not requiring a use permit. Robin explained staff’s concern that allowing assembly/event facilities by right could permit more intensive uses (for example, late‑night operations or uses with significant traffic and noise) without site‑specific operating conditions. The ability to impose conditions through a use permit was the driving rationale for RZ2505.
