City staff described the property and surrounding uses: parcels to the south and east are zoned light industrial (recently rezoned in 2023–24), the Rayburn Reserve subdivision lies to the north, and a proposed service station is planned at the Medical Complex/Persimmon intersection. Staff noted the current future land-use map designates the area business park and industrial; the draft future land-use map shows neighborhood commercial. Planning & Zoning Commission recommended unanimous approval. Seven comment forms in favor were received.
Property owner James Grepe and representatives from Atkinson Group and the applicant described the property as ready for commercial/industrial development; nearby residents and speakers emphasized the area’s longstanding industrial-commercial orientation and the presence of buffering requirements. Council members discussed transition and buffering between residential and industrial uses; an applicant representative confirmed plans include an 18-foot landscaped buffer along the northern property line.
After public comment and council discussion, the council adopted the ordinance on first reading by unanimous vote.
