Council adopts conditional-use permit for daycare at 1211 Bridal Drive with operational conditions

The Tomball City Council on April 21 adopted Ordinance 2025-01, approving a conditional-use permit (CUP) for a child day care center at 1211 Bridal Drive.
Council approved the CUP on second and final reading after hearing from city staff and the applicant; the ordinance includes five conditions set by the Planning & Zoning Commission and two additional conditions added by the council. The conditions require a painted curb indicating no parking along Rudall Drive, placement of a no stopping or standing sign on Rudall Drive frontage, designation of three spaces as drop-off/pick-up only, installation of a fence along the southern property line and around the on-site detention pond, a one-way southbound drive aisle connection to the adjacent VA clinic drive, an executed shared access agreement, and hours of operation set from 6 a.m. to 10 p.m. on regular business days.
Craig, a city staff member presenting the item, said the P&Z commission had recommended approval 5–0 and that the required shared-access agreement has been executed. The applicant’s representative reported construction progress: the parking lot was poured recently, the detention pond and building pads were complete, and the project remained on schedule for completion in September. The applicant also noted communication with the Tomball Fire Department during a recent road closure for a concrete pour.
Council member Laurie (identified in the meeting by first name) said she remained concerned about locating a daycare next to Fire Station No. 1 and said she would monitor parking and standing issues along Bridal Drive and, if necessary, seek to return the item to a future agenda. The applicant and staff clarified that the Texas Department of State Health Services issues day-care licenses and that the operators, named in the meeting as Jody and Dustin, will apply for licensing with the proposed hours; the applicant explained the 6–10 p.m. hours may depend on licensing approval and sufficient enrollment to make evening hours economically viable.
The council voted to adopt the ordinance on second and final reading; the motion carried unanimously.
The CUP requires the applicant to comply with the listed conditions, and the council may reopen or amend the CUP if conditions are not met.
