Council pauses new street-closure charges, waives All Species Day fee while policy work continues

Councilors debated whether to begin charging event organizers for street closures, police coverage and other public-safety costs and decided to delay implementation while the city completes a policy and public outreach.

Councilor discussion focused on fairness and process: several councilors and members of the public said long-standing community events have not been charged fees in the past and that event organizers need advance notice and a public process before new charges take effect.
