Marshall lowers property share for alley reconstruction in residential areas; council approves cost‑split policy

The Marshall City Council approved an amendment to the city’s special assessment policy to change how alley reconstruction costs are split between property owners and the city.

City Engineer Jason Anderson explained the existing practice placed 100 percent of alley costs on property owners. The proposed amendment sets a threshold petition of 75 percent frontage in the alley to trigger city cost participation and gives the city discretion to fit projects into the capital improvement program. "Because this affects so many different things, policy, cost, and construction, we took it to every council committee to get input and work through it," Anderson said.

Council members discussed complications such as buried utilities in alley corridors and the potential need for concrete and inverted crowns to manage stormwater, which can increase engineering and construction costs. One council member noted that in some alleys MMU had placed utilities that may not be deep enough to accommodate reconstruction without additional work and potential cost sharing considerations.

Council members emphasized that city cost participation is contingent on available city funds; the policy does not automatically guarantee the city share if funding is not available. A motion to approve the policy amendment passed.
