Council approves manhole relining on Canoga Park Drive; Hydro Clean bid selected for two deep manholes

The Marshall City Council approved repairs to two deteriorated manholes on Canoga Park Drive, accepting a proposal from Hydro Clean to install HDPE liners and concrete surrounds, staff said.
Nut graf: Wastewater Superintendent Scott Truetz told the council the city evaluated relining as more cost‑effective than full replacement for two deep manholes — one about 19 feet deep and another about 16 feet deep — and recommended Hydro Clean after comparing two bids.
Truetz said hydrogen sulfide and groundwater infiltration are the main causes of deterioration in the affected manholes. "One's 19 feet deep, 1 is 16 feet deep, so, it's more cost effective to fix the manholes than it is to replace it," he said.
Staff obtained two quotes. Hydro Clean’s approach installs an HDPE liner that is welded and encased in concrete; staff previously used that method on South Saratoga and were "very impressed" with the result, Truetz said. The other bidder, Vision Sewer, proposed a fiberglass/resin wrap system that requires multiple mobilizations. Truetz recommended Hydro Clean as the better option for these two locations.
The city had budgeted $90,000 for the work; Truetz said Hydro Clean’s proposal for the two manholes came in at $70,150. The council moved to approve the recommended repairs and the motion passed.
Council members asked about whether the site included a gravity line dip; staff said the work is on the Highway 23 trunk. A council member and staff also discussed that cost made it impractical this year to pursue relining four manholes, and the plan is to address the two worst first and schedule the others later.
Ending: Staff said they will proceed with the Hydro Clean contract for the two manholes and evaluate remaining lining needs as part of future wastewater work plans.
