Titusville board accepts certified court‑reporter transcript as supplement to March 26 minutes

The Titusville Board of Adjustment and Appeals voted unanimously April 23 to accept a certified court‑reporter transcript submitted as Exhibit 6 to supplement the minutes of the board’s March 26 meeting.

The request came from Eric Page of the law firm Hudson Bowen, who said he submitted a verbatim transcript behind tab 6 and asked the board to incorporate it into the official record so “the record is clear as to what all transpired during that hearing,” noting the board’s minutes identify speakers but do not reproduce full testimony.

Page told the board the transcript was prepared by a certified court reporter and that, he said, ‘‘it’s the same as if we were in a court of law.’’ Board members discussed whether they had sufficient time to review the submitted document; Member Green asked that acceptance be “subject to further review,” language that was included in the motion that passed.

A motion to accept Exhibit 6 as a supplement to the March 26 minutes — described on the record as accepted “upon review” — was seconded and carried on a roll call vote with Chairman Taylor, Vice Chairwoman Van Diven, Member Beckles, Member Green and Member Wheelers all recorded as voting yes.

The board did not alter the March 26 minutes themselves; the exhibit will be retained with the record as a supplement and available for future reference.

Why this matters: Certified transcripts provide verbatim records of testimony and argument; adopting a transcript as a supplement makes fuller evidence available to future reviewers of the file and can affect preservation of appeals or legal challenge issues.
