The Titusville Student Advisory Council delivered its annual report to the City Council on April 2025, outlining projects completed during the 2024–25 term and recommending priorities for the 2025–26 council.
The report, filed under Resolution No. 5-2023, described 10 regular meetings and one special meeting during the 2024–25 school year, a beach cleanup at Playalinda Beach coordinated with Canaveral National Seashore on Jan. 12, 2025, and a mock “Mox City Council” held April 1, 2025, to familiarize students with municipal procedures. Julia Moon, speaking for the beach-cleanup team, said the event was “to develop, motivate, educate and activate our community to reduce litter, recycle, beautify and sustain the environment.” Kelly Serrano, describing the mock council, said participants “demonstrate professionalism, critical thinking, and teamwork” and that post-event surveys showed increased interest in civic leadership.
Nut graf: The advisory council’s report fulfills a year‑to‑year requirement under city resolution and gives the council a student-led set of priorities—youth leadership training, a clothes drive, and a volunteer project with elementary students—that the council may choose to support or incorporate into city programs.
Council business that followed included presentation of three scholarships to seniors who served on the student council. Vice Mayor Herman Cole presented awards to Victoria Hillary (Titusville High School), Julia Moon (Academic Community Enrichment Incorporated), and Kaley Serrato (Ashland High School). The council then moved to confirm the recommended membership for the 2025–26 Student Advisory Council. Council moved to “confirm the proposed slate of students as members of the 25–26 student advisory council,” a motion seconded and approved unanimously.
The students’ report also identified several planning items the council suggested for the next year, including a biannual youth leadership seminar, a clothes drive and volunteer partnerships with local elementary schools. The Student Advisory Council thanked city staff liaisons and the city for advising and support during the 2024–25 term.
Ending: The council accepted the students’ report and confirmed next year’s appointments; city staff will provide follow‑up information if the council chooses to allocate staff time or funding to any of the student proposals.
