Finance staff presented revenue collection trends showing net sales and use tax up more than $1,000,000 (about 5.4%) for the full fiscal year compared with the prior year, exceeding the city’s 4% budget target by roughly $264,000.
Finance staff (Jessica Pyle) said the marijuana tax — the additional 3% sales tax approved by voters and collected starting October 2023 — contributed to increases compared with the prior year, when the city had only two months of collections for that tax. Franchise-tax receipts included a $377,000 settlement payment received in April 2023; natural-gas receipts were down about 25.5% for the fiscal year.
For the current fiscal year reporting period (one month of April deposits for February sales), staff reported a $58,000 increase (3.8%) year‑to‑date, which is roughly $3,000 below the 4% budgeted increase.
Separately, the finance department asked the council to authorize destruction of records that have met the Missouri Secretary of State Local Government Records Management retention period. Council approved the request on voice vote with no recorded opposition. The staff memo presented to council identified the records as meeting or exceeding required retention periods and eligible for destruction in accordance with state guidance; no specific file names or quantities were read into the public record during the meeting.
Council members asked no follow‑up questions on the record beyond a general invitation to request further information if needed. No changes to the revenue forecast or budget were adopted in this session.
