The Municipal Code Enforcement Board on April 23 approved a lien reduction for 1126 Tangerine Street, reducing the lien to the city’s incurred demolition cost for the prior abatement.
Petitioner Bruce Poe said he purchased the vacant lot in 2021, paid back taxes and had begun construction. He asked the board to reduce a demolition lien originating in 2006, which had grown with interest. City staff explained the original demolition hard cost was $4,934.34 and that the larger balance on the property reflected accrued interest and penalties under the historical process used at the time; staff said the city’s costs are typically recoverable.
Board members discussed the long history of the lien, the city’s right to recoup costs and the code language encouraging investment and reductions that bring property back into use. The petitioner said he planned to pay if given reasonable time; he offered to pay by the next week and later indicated willingness to pay within 60 days if needed.
A motion to reduce the lien to the city’s demolition cost passed. Staff indicated they would accept the reduced administrative amount and would allow a reasonable time to pay; the order passed by the board directs payment in accordance with the board’s motion. The board noted that if the reduced amount remains unpaid within the set window the lien could revert to the larger outstanding balance that includes historical interest and penalties.
