Christopher Larson, director of informatics for the City of Westfield, told the board the project is “roughly 20 miles of 144 strands of fiber” and described the BOT payment arrangement as “we're in a payment agreement, through this BOT to pay the 2.9, sorry, dollars 2,090,000.00,” covering fiber and specialized switching equipment the city needs to replace aging ring hardware.
