Clay County School Board members pressed for clearer oversight and board awareness of the district safety and security preparedness manual during an April 2025 workshop, and discussed notification procedures for incidents involving staff misconduct and registered offenders on campus.
Trustees asked that the superintendent provide the safety and security preparedness manual for school-board review (staff said the manual is treated as a confidential document under public-records rules but can and should be reviewed in a closed or appropriate venue). Staff said they would present the manual in an early-year safety briefing to the board and would continue to treat operational details as confidential for security reasons while making policies and general protocols available for board discussion.
On employee misconduct that affects health, safety or welfare — including allegations of sexual misconduct — board members discussed the tension between confidentiality during investigations and parents’ desire for information. Staff and counsel noted that personnel‑discipline records are generally confidential during investigations and that, under current practice, reports that lead to board action become a matter of public record after the statutorily prescribed period (staff cited a 10‑day interval for records to become available via public‑records requests). Trustees asked staff to ensure parents are informed appropriately about outcomes in serious cases and to provide clarification on what parents will be told and when.
The board also reviewed procedures for handling registered sex offenders who have children in district schools. Staff described existing front-office processes: secretaries use badge-check software (Raptor) to identify an individual as a registered offender, notify the principal, and require supervision or an escort plan while the person is on campus. Trustees asked that procedures be confirmed and that staff document the escort/supervision process and communications protocols in the safety procedures manual.
Ending: Staff will provide the safety and security preparedness manual for board review in a manner that preserves security-sensitive details, will document parent-notification practices for substantiated serious misconduct, and will formalize escort protocols for registered offenders on campus.
