Committee approves adding nonvoting council member to Immigration Committee amid concerns about influence and resources

The Quality of Life Committee on April 23 approved a resolution amending the Immigration Committee’s purpose and membership to include a city councilor as a nonvoting member, following discussion about community control and resource access.
Sponsor Councilor Alma Castro said the change responds to the advisory committee’s own recommendation and aims to institutionalize governing‑body support and improve timely access to city resources, interpretation and consular contacts. Castro said the committee had struggled with interpreter and coordination needs and that having a council liaison would help secure resources.
Councilor Faulkner and several other councilors raised a different concern: that placing an elected official on what is intended as a community‑driven advisory body could alter the committee’s power dynamics and deter candid participation. Faulkner said she favors community‑led bodies and worried elected membership could intimidate committee members. Councilor Chavez and others said staff liaisons could address resources concerns without adding elected officials.
Councilor Michael Garcia argued the presence of a councilor (nonvoting in the amended draft) would strengthen communication and help turn committee recommendations into policy. Garcia noted several city committees with council liaisons have successfully advanced work.
Marcy Iannarino, legislation and policy innovation manager, and committee members had previously recommended a council liaison be nonvoting. The amendment adopted by the committee reflects that recommendation: a governing‑body member may sit on the Immigration Committee but would not have voting rights.
The committee approved the resolution on a roll call vote: Councilor Travis (no), Councilor Michael Garcia (yes), Councilor Faulkner (no), Councilor Cassett (yes), Councilor Alma Castro (yes). The motion carried.
