The Logansport Redevelopment Commission approved requests under its Key Building Improvement Program to support structural masonry and related stabilization work at downtown properties 216 East Market and 220 East Market, subject to receipt of required bid documentation.
Staff said the two properties were purchased recently and that the total renovation costs presented for both properties were roughly $70,000 combined; the applicant (SCI Property Group) anticipates investing more than $1 million total into the two properties. Staff walked commissioners through the program’s eligible costs (foundations, structural wall systems, roofing system replacement related to structural integrity and environmental remediation) and ineligible costs (interior non‑load‑bearing finishes, HVAC, elevators, acquisition costs and legal fees).
Paul Lindback and staff clarified the work scope: exterior masonry, repointing and selective interior demo to expose and inspect masonry for structural assessment. Staff said they had obtained multiple masonry bids; for demo work some contractors provided informal estimates and staff will secure formal second bids before final contractor authorization. Commissioners discussed requiring two bids per program rules; staff said they had multiple numbers and some informal quotes, and that additional formal bid documentation could be provided for those demo scopes that had only one formal proposal.
A motion to approve Resolution 2025‑319 for one property and a separate motion to approve Resolution 2025‑320 for the other property, both conditioned on the receipt of required second bids for any line items that lacked formal written proposals, were moved, seconded and approved by voice vote. Commissioners asked staff to ensure documentation of solicitations and to verify work meets the program’s eligible scope prior to reimbursement.
Staff will collect and file formal bid documentation and will report back as required by the program; commissioners noted the work focuses on structural integrity and exterior masonry rather than interior nonstructural upgrades.
