Marshfield council approves consent agenda, low bid for Brant Park softball field and clarifies emergency procurement threshold

The Marshfield Common Council approved its consent agenda April 22, including the low bid for the Brant Park Softball Field project and an emergency-procurement clarification that authorizes immediate spending up to $25,000 to respond to imminent threats to public health, safety or property.

Alderman Wurman (who pulled the public works consent item for discussion) said she supported the Brant Park project but worried the scope did not include lighting; she asked the council to avoid returning months later to request additional funds for project additions. The pulled item was the award of the low bid for the Brant Park Softball Field; council members confirmed the project would use several funding sources, including a room-tax fund and a grant.

Alderman O’Reilly had pulled the emergency-procurement item earlier for clarification. City staff explained that the policy defines an emergency as an imminent threat to public health, welfare, safety or public property and broken emergencies into “usual” (localized incidents such as broken water lines or fallen trees) and “catastrophic” (wide-area events such as tornadoes, floods or pandemics). The $25,000 figure is intended to allow immediate mobilization — for example, short-term equipment rental or temporary repairs — without waiting for additional authorizations. Staff said the $25,000 threshold was chosen to cover immediate response costs and that any longer-term, permanent repairs would follow regular procurement procedures. The policy also requires a post-event report to the council to provide accountability.

The council moved and approved the consent agenda with the two items pulled for discussion; separate motions were made to approve the pulled public works minutes and the low bid for the softball field. No formal amendment to the project scope (for example, to add lighting) was adopted at the meeting.
