Board awards Horizon secured-entrance contract to low bidder Elite Builds under projected cost

The Plymouth Joint School District Board of Education voted to award the Horizon Elementary secured-entrance project to Elite Builds after a public bid opening April 14.
District staff recommended accepting Elite Builds' base bid of $198,625 and approving three alternates. In its recommendation, district consultants and staff said the combined award with alternates results in a total the district listed as $215,265, which the board noted remains beneath the project cost opinion of about $350,000.
The district's project consultant for the referendum work, AGL, conducted the bid evaluation and confirmed that required documents'bid forms, bid bonds and noncollusive affidavits'were submitted. Amy (staff member) told the board the bids ranged from $198,625 to $255,038 and that Elite Builds was asked to confirm they were comfortable with their low bid, which they were.
Amy described three optional alternates: an upgraded ceiling tile, an insulated stud wall in the corridor to control noise and insulating and finishing exterior masonry walls in the office and principal's office. The recommendation presented to the board listed a combined add of the alternates and the total award figure; the district also reported that the project has been submitted to the state for plan review.
A motion to accept the recommendation was made and seconded; board members voted in favor. The board did not identify conditions or amendments to the award during the public portion of the meeting.
The district will move ahead with state plan review and contract execution with Elite Builds pending routine administrative steps.
