The nut graf: Windmere pond expansion is one of several projects the town has prioritized in its Moonbrook flow restoration plan. The Act 250 amendment is necessary because the proposed expansion changes the previously permitted development footprint and requires coordination with homeowners and state regulators.
Planner Andres told the board the project has been partially designed at the RPC and a draft amendment and outreach letter are ready to be sent to homeowners before filing. “We have a draft letter, that you should have a copy of, that we're proposing to get to the homeowners and then schedule a community meeting,” he said. Board members and staff also updated the board on three additional Moonbrook subprojects — North End Drive, Nancy Lane and Carmel Place — that are funded for 30% design under the same grant. Andres said the North End Drive project faces feasibility issues related to slopes and wetlands and will likely be a lower priority than the other two.
The board then ratified a multi-page grant operating agreement that has guided budgeting and project work since 2023. The Community Block Grant is for $200,000 with a 20% town match; the board signed a motion to “ratify” the town’s use of that grant framework and voted 5-0 in favor. Staff said the town has budgeted the match across fiscal years and that design expenses to date have been below earlier budget estimates.
