Council approves Planning Commission bylaws with a wording edit after unanimous commission review

The Mill Creek City Council on April 22 approved updated bylaws for the Planning Commission after staff and commissioners reviewed the draft and recommended a minor edit.

Adrienne (staff) presented the update and said the Planning Commission’s previous “rules of procedure” dated to the 1980s. The new bylaws standardize meeting structure, chair/vice‑chair roles, public‑hearing procedures, conflict‑of‑interest handling, vacancy appointments and a removal process tied to consecutive unexcused absences. Adrienne said planning‑specific items (Open Public Meetings Act and land‑use hearing practice) were incorporated and that the commission unanimously approved the draft prior to council consideration.

Council discussion and change Councilmember Paddock, a former planning‑commission liaison, noted the commission had conducted robust review. Mayor and councilmembers discussed a single phrasing change: a line in Article 3 that asked members to “establish a high priority to attend all meetings” was redundant with the attendance rules later in the bylaws. Councilmembers supported replacing that clause with language that reads “members should come prepared to contribute to the discussion,” leaving attendance expectations in the specific attendance article.

Action and vote Councilmember Duque moved to approve the Planning Commission bylaws with the edit to page 2 as discussed; the motion carried 6‑0.

What happens next: with council approval the finalized bylaws will be posted on the city’s website and staff said they will continue to prepare bylaws for other boards and commissions using the same template.
