Planning Commission recommends Part 3 design standards of Redmond 2050 code package to City Council

The Redmond Planning Commission voted unanimously April 23 to ask staff to recommend City Council approve the design standards in Part 3 of the Redmond 2050 2025 code package and to transmit an amended planning commission report that adds a monitoring recommendation.
The action asks staff to forward the Part 3 design standards to City Council for further review and adoption as part of the larger Redmond 2050 code package. Planning staff proposed adding a second recommendation—requested in prior commission discussions and highlighted by Commissioner Coleman—that the city develop a process to monitor the implementation and impacts of the new design standards, including effects on neighboring properties.
Planner Becky Fry told commissioners the additional language was added after prior conversations and recommended the commission include it in the commission report as an amendment. "The planning commission had asked to include in the recommendation continued review for iconic landmark buildings…and I added a second recommendation that reflects those multiple conversations," Fry said during the meeting.
Commissioner Coleman supported the amendment, saying the monitoring language "fits neatly with what we were trying to talk about" and that monitoring would allow the city to make adjustments if unexpected effects appear as new design standards are rolled out. Chair Weston called for a motion to ask staff to recommend approval; a commissioner moved and another seconded. The commission then voted "Aye," and the chair declared the motion approved.
Next steps: staff will assemble the full code package (Parts 1, 2 and 3) and route it to City Council study sessions in May; staff indicated the package remains on track for Council adoption targeted in June. The planning commission report adopted this evening will accompany the transmittal and include the monitoring recommendation as amended.
