Jamie Schroeder, representing the city’s community development programs, asked the committee to approve amendments to the city’s 2017 and 2018 annual action plans for HOME and CDBG funds to redirect unspent funds to projects that could expend them within HUD time limits.
Schroeder said the 2017 HOME funds must be expended “by this fall,” and that the 2018 HOME funds likewise would need to be spent by the following fall; to ensure timely use, staff proposed moving the unexpended HOME funds to Habitat for Humanity, which has active construction projects and a plan to spend the money. Schroeder said Habitat is building six homes on Scott Street and has completed two; the funds discussed would be applied to the remaining four homes.
On 2018 CDBG funds, Schroeder said leftover money from a historic rehab project would be moved into Elm Park work that is already advancing. Committee members confirmed that Habitat remains the city’s designated CHDO (Community Housing Development Organization) and that existing subrecipient agreements for 2022–2024 and program‑income funds remain in place. No vote was recorded on the amendments during the meeting.
