Finance committee reviews first reading of ordinance to shift $50,000 for FTA payment

Councilwoman Meeley convened the Williamsport City Council finance committee on April 22, 2025, for the first reading of Transfer Ordinance No. 2, which would move $50,000 from the general fund line item labeled “RBTA local share” into the legislative contingency line item to cover part of required Federal Transit Administration (FTA) payments.
Jamie Livermore, of the finance department, told the committee: “This ordinance is to transfer 50,000 from the general fund line item called RBTA local share into the legislative contingency line item ... with the intent to use these funds for part of the FTA payments that need to be made.” Livermore explained that the city plans to pay the actual FTA payments from legislative contingency because the RBTA local share is not the appropriate line from which to make those payments.
Committee members asked no substantive follow-up questions during the presentation. Chair Meeley clarified the rationale and the mechanics: the transfer would increase the legislative contingency from $75,000 to $125,000 to provide the budget room to make the upcoming FTA payment. No motion or formal vote was recorded on the first reading during the meeting.
The ordinance remains at first reading pending any edits or a subsequent vote at a future session.
