Trustees approve waiver of formal bids for selected public-works services; staff to use RFPs

The Village of La Grange Park Board of Trustees on April 22 authorized staff to solicit competitive proposals via requests for proposals (RFPs) and to waive the formal newspaper-advertised competitive bid process for selected public-works materials and services.
Trustee Sheehan introduced the item, explaining that advertising formal bids has been time-consuming and often yields few responses; instead, staff will distribute RFPs to qualified area contractors and post them on the village website and the Illinois Municipal League public-notice site. Trustee Wagner asked whether legal counsel raised concerns; a staff member and counsel indicated no legal impediment and noted posting the RFP widely is intended to preserve competitive access.
The scope of anticipated RFPs includes tree removal, stump grinding, emergency tree work, general tree maintenance, section tree trimming, winter stone supply, gravel and spoil hauling. The board voted unanimously to authorize staff to proceed with RFPs and waive the competitive-bid process for these contracts; staff will return contract awards for board approval when specific proposals are presented.
