The San Luis City Council on an April evening cleared a package of routine and regulatory items: the consent agenda was approved, Ordinance 4-63 updating the municipal code instruction for court rules passed unanimously, and the council recommended approval of a liquor-license application for Rose and Bowls.
Melissa, city clerk, told the council the clerk’s office received an application from Abraham Andrade, owner of Rose and Bowls, to sell alcoholic beverages at 1964 Cesar Chavez Boulevard. “The city clerk's office did not receive any comments in favor of or against of this application,” Melissa said, and she recommended approval to the Arizona Department of Liquor Licenses and Control citing ARS section 4 2 0 1.
Vice Mayor Tadeo presided over the liquor-license hearing. Councilor Vargas moved to recommend approval to the state; Councilor Rosales seconded. The motion carried with three ayes, one abstention and one nay. The record shows Mayor Nieves Bridal abstained on the liquor-license recommendation.
City Attorney Kaye McQuill explained Ordinance 4-63, saying the change updates local code language to match state-level rule titles adopted in 2022. “We’re just inserting that title for the rules of court into the code,” McQuill said. The council approved the ordinance by unanimous vote after a motion to read the title and a subsequent motion to adopt.
The consent agenda — a set of routine items the council handles by single motion — was moved and seconded and carried without recorded opposition.
Summary of formal actions: • Consent agenda: Approved (motion carried). • Liquor-license recommendation for Rose and Bowls, 1964 Cesar Chavez Boulevard: Motion to recommend approval to Arizona Department of Liquor Licenses and Control carried, tally 3 ayes, 1 abstention (Mayor Nieves Bridal), 1 nay. • Ordinance 4-63 (amend city code title to match state court procedure title): Adopted unanimously.
No substantive public comments for the liquor-license application were recorded at the meeting. The clerk and city attorney answered council procedural questions; no further follow-up items were announced for these matters.
