Selectmen authorize easements, award road contracts and fund holiday banners

The Rangeley Board of Selectmen on April 22 authorized a series of infrastructure and downtown improvements, including easements for Central Maine Power work, awards for road maintenance bids and a small downtown banner purchase.
The board voted to allow the town manager to execute and file easements with Central Maine Power to bring electrical service into the Quasi/Depot Street parking lot as a preparatory step for future work. The motion to execute and file the CMP easements was moved by Selectman Sam, seconded by Selectman Jake, and carried.
On pavement maintenance, the town manager reported receipt of multiple proposals. For crack sealing the manager recommended awarding to the bidder meeting specifications at $19 per gallon (Coastal Road with Bear's bid), citing product coverage and long-term cost considerations; the board approved that award. For pavement resurfacing the town received one responsive bid that exceeded the budget; the town manager proposed reducing shim quantities and awarding the work on a not-to-exceed basis so the project would remain within appropriation. The manager said he would issue notice of award adjusting quantities and capping the payment "not to exceed $196,000." The board voted to accept the paving bid on that basis (moved by Sam, second by Ethan) and directed the manager to confirm quantities with the contractor before issuing the award.
The board also authorized the town manager to spend up to $8,165 from the downtown revitalization reserve to buy new holiday banners to replace older decorations. Selectman Sam moved the banner authorization; Selectman Ethan seconded the motion and it carried.
Selectmen and staff said the CMP easements were an early step to allow future electrical work into the lots and stressed that the easement did not itself authorize installation of lights. The manager clarified that some wiring would be installed underground and some aerially, depending on conditions.
Votes on these items were unanimous voice votes at the meeting.
The manager said he will finalize contract quantities with the paving contractor and post the executed easements with CMP as required.
