Committee extends Gordian Group contract for job-order contracting oversight for 12 months

The Parks and Public Works Committee approved a 12-month extension of the city’s consultant contract with the Gordian Group to continue administering the job-order contracting (JOC) procurement process.
A staff presenter explained the JOC process is an alternative procurement method the city uses for mid-size projects that fall between routine maintenance and a full design bid. The city previously contracted with three contractors and used The Gordian Group to manage selection and pricing oversight; the Gordian Group’s contract is set to expire in May and staff asked to extend it for another 12 months.
The staff presenter said the city has not yet spent the $200,000 allocation for Gordian Group services and emphasized the extension is not an authorization to spend beyond existing project approval thresholds. “If any project costs above…director Chambliss’ spending thresholds or if mayor and city admin Chambliss’ thresholds, we’ll be right back here to see you,” the presenter said.
Committee members described the JOC approach as particularly useful for tenant-improvement or other mid-size work that requires design oversight but does not justify a full design consultant. One member asked whether the Gordian Group is paid as a percentage of project cost; the presenter confirmed the consultant is paid a percentage (5–10%) up to the not-to-exceed $200,000 contract amount.
The committee approved the extension on consent; staff said Gordian Group will continue to provide cost oversight and procurement compliance while the city uses JOC for upcoming projects such as police station tenant improvements and other mid-sized work.
