Councilors on April 21 reviewed a proposed overhaul of the city’s salary ordinance based on a recently commissioned compensation study.
Staff said the proposal is more complex than a routine cost-of-living adjustment because it restructures classification ranges and pay scales across affected positions rather than applying a uniform percentage. The ordinance on second reading contains recommendations generated from an administrative-services committee; councilors discussed omitting council and mayor salary changes from the current packet and confirmed that police- and fire-related pay-compression remedies have been prepared in separate legislation.
Councilmembers agreed the mayor’s separate salary and council salaries are not part of the packet’s current recommendations and that changes to sworn public-safety positions will be handled by separate legislation the administration has drafted. Several members suggested scheduling a public hearing or other mechanism for community feedback before final approval; the council indicated it is open to holding a public hearing and will provide the public an opportunity to comment during the remaining legislative process.
Direction: the salary revisions remain on second reading with additional amendments to be introduced separately for specific departments; staff will arrange public notice and a hearing opportunity so residents can provide input before finalizing the ordinance.
