The council voted April 21 to waive most city permit fees for the Dawson County Board of Commissioners’ planned renovations to the former Fred’s building at 751 Highway 53 East, which the county intends to use to expand public health services.
Stacy Harris presented the county’s request and staff estimates. Harris said the total city fees for the building review were $7,418.30, with a $1,000 plan‑review fee already incurred by the city. She reported commercial inspection and coverage fees totaling approximately $5,788.30 and an office fee of $100. Harris said that if the council waived fees, the building inspection work would need to be performed by a third party and estimated third‑party inspection costs at approximately $6,418.30.
A motion was made to waive the balance of fees but require the county to pay the $1,000 already incurred; the motion included that required commercial building inspections be performed by a third party. Councilmember Franks made the motion, and Councilmember Phillips seconded it; the motion carried.
Council members noted the public‑health benefit of the project and asked that the third‑party inspection arrangement be stipulated in the motion. Staff will coordinate the third‑party inspection process and document the fee waiver and inspection arrangement in city records.
The waiver reduces city permit fees charged to the county while preserving the city's out‑of‑pocket plan‑review costs and ensuring safety checks via third‑party inspection.
