The Board of Selectmen authorized the town manager to apply for a Northern Border Regional Commission catalyst grant to fund a Bow Mills redevelopment strategy and to commission analysis of waterline exchange financial viability.
Town manager David explained the grant application would fund consultant work to analyze the town’s mixed-use zoning, TIF district and to help shape community choices about how the Bow Mills site could be developed — including scenarios with and without extended water service. He said the grant would cover 50% of the consultant cost and is intended to produce a clearer set of options and a financial study that the town can use to evaluate development proposals.
A motion to allow the town manager to sign the certificate of authority for the grant application (using the packet wording as amended on the floor) passed unanimously. David said staff will submit the full application once the certificate is signed and expects the Division review and follow-up within a short timeline.
