Assessing contractor Whitney outlines contract offer, proposes 10% cyclical inspections plus 400 permit-driven visits

Whitney Consulting Group presented its longer-term proposal to serve as the town’s assessing contractor and described its inspection plan at the Board of Selectmen meeting on April 22.
Steve, representing Whitney, said the firm has served under a temporary contract for about three months and that the company’s team and the town assessing office have settled into a productive working relationship. Whitney’s proposed contract includes roughly 400 inspections of properties that had building permits or were under construction in the previous year and an additional cyclical inspection component of about 10% (roughly 350 properties). Together, Steve said, that would produce inspections of more than 20% of properties annually.
Whitney told the board that DRA (state oversight) requires accurate property descriptions and that best practice is closer to 20–25% inspected yearly, but the consulting firm said workforce limitations and certification requirements make a 25% cyclical inspection rate difficult to guarantee now. Whitney said it would return to a higher inspection rate in future years if staffing and resources allow. Town staff confirmed the draft contract has been submitted to the Division of Revenue Administration for review.
Selectmen said the firm’s initial transition work had gone well and thanked Whitney for filling a last-minute need in the assessing office.
