The DRC tabled the Scenic Ridge Plat B two‑lot subdivision after staff requested an emergency turnaround, utility easements and additional submittals for addressing and Comcast signature blocks.
The subdivision is on the East Bench off 430 South and is subject to an existing development agreement that allowed some lot sizes to be smaller than zoning minimums. Staff said the subdivision lots are consistent with that agreement but asked for confirmation of addressing for the street and each lot, a Comcast signature block, and an agreement for an emergency turnaround where the existing stub road ends.
Engineering staff said two proposed infiltration sumps cannot be located within the asphalt and must be located at least five feet behind the curb and gutter; easements will likely be required for the infiltration galleries. Fire staff asked that the emergency turnaround be constructed of all‑weather material able to support apparatus weight (compacted road base is acceptable) and that maintenance and winter access be assured. Utilities reviewers said extending utilities to the end of the property is required and that standard plans show extension provisions.
DRC members moved to table the application until the red‑line comments are addressed; the motion passed with no recorded opposition. The item will return to DRC after the applicant provides the required turnaround agreement or on‑site turnaround details, addressing clarifications, Comcast signoff, and revised plans showing infiltration‑sump locations and associated easements.
