SANTAQUIN, Utah — The Santaquin City Planning Commission on April 22 recommended approval of a code amendment to revise subdivision regulations to conform with Senate Bill 104.
Staff described the amendment as adding definitions for "boundary establishment" and two forms of "boundary adjustment" (simple and full). The amendment clarifies that boundary establishment—used for resolving overlaps or gaps between private property owners—does not require city approval, while full boundary adjustments that affect public property, public utility easements, or public rights‑of‑way will require a survey map and city review before recording with the county.
Staff also noted timing and noticing changes for certain plat amendments. Commissioners asked whether the changes were required by state law; staff confirmed the amendments are intended to align local regulations with state changes. Commissioner Mook moved to recommend approval; Commissioner Tolman seconded. The commission voted unanimously to forward the amendment to the City Council.
The proposed code language applies specifically to plat amendments and the subdivision regulations in Title 11. The Planning Commission’s recommendation does not by itself change county recording procedures; staff said both boundary establishment and boundary adjustment filings must be reviewed by the city before recordation when city review is required under the new definitions.
