The Santaquin Development Review Committee voted to table the Bella Vista subdivision resubmittal until the applicant supplies several outstanding items, including written confirmation from landowners and the Nebo School District, mailbox placement confirmation, and plans addressing sewer constructability.
Staff and engineering reviewers raised constructability concerns because an existing live sewer main conveys wastewater from a large portion of the east bench; relocating or working near that line will require coordination so flows are not interrupted. The city also requested a 20‑foot minimum sewer easement where the sewer runs between lots and asked the applicant to provide storm‑drain calculations reflecting recent plan changes.
DRC members also requested written evidence that the school district and landowner Kimball Stratton are aware of and accept the proposed temporary turnaround and lot inclusion; staff said a redacted purchase contract or a written acknowledgement from the owner would be sufficient. The post office has not yet confirmed mailbox locations; the city asked the applicant to forward that information when available.
Other technical items the committee asked to be addressed before the item returns to DRC include clarity about how much asphalt will be added to 400 East (staff asked for an exhibit showing asphalt width measured from centerline at multiple sections), a note on the plat confirming no access to 400 East for certain lots, trail master‑plan consistency, double‑frontage lot mitigation (developer proposed a vinyl fence and proposed red curb along 400 East), R‑tank infiltration details (minimum cover, dual inspection ports and isolator row) and confirmation that certain phases cannot stand alone and must be constructed concurrently with adjacent phases.
The motion to table carried; DRC staff asked the applicant to coordinate with Kimball Stratton and Nebo School District and to submit the outstanding documentation and revised plans prior to rescheduling.
