SANTAQUIN, Utah — The Santaquin City Planning Commission on April 22 recommended that the City Council remove flowcharts for subdivision and site‑plan review from the municipal code and instead maintain them on the city website and application portal.
Staff told the commission that the city has updated flowcharts on its website and on the CitizenServe application portal, and removing the flowcharts from the code will reduce the need for frequent code amendments when state procedures change. The commission’s recommended code amendment replaces code‑embedded flowcharts with written site‑plan review language that mirrors current operations.
Commissioner Tolman moved to recommend approval of the proposed code amendment that removes code‑embedded flowcharts and modifies site‑plan process language; Commissioner Nixon seconded. The vote was unanimous. Commissioners Mook, Nixon, Wood, Hoffman, Tolman and Buck voted yes; the recommendation was forwarded to the City Council with a positive recommendation.
Staff clarified that the subdivision review process will continue to be described in Title 11 of the municipal code and that flowcharts will remain available to applicants online as a guidance tool. Staff also noted that removing the code‑embedded flowcharts reduces the risk of discrepancies between a visual flowchart and the written code when state subdivision rules change.
The City Council will receive the commission’s recommendation for consideration in a future meeting.
