Fannin County votes to end mobile-home decal requirement under state law option

The Fannin County Board of Commissioners voted to adopt a resolution that releases the county from the local requirement to issue and enforce mobile-home location decals, using the option provided by state law.

Julie Walker, the county tax commissioner, told the board that Senate Bill 193 (amended in 2021) gives counties the option to stop requiring decals as proof that annual mobile-home taxes have been paid. Walker told commissioners the county currently issues decals to about 1,200 mobile homes and that the county’s tax software now tracks payments without a need for the decal to be displayed. She said eliminating the decal would save the county the recurring cost of purchasing and mailing decals, which she estimated at “just a little over a thousand dollars” annually.

Walker reported that mobile-home tax bills this year totaled about $74,000 and that the county had collected about $47,000 to date. She asked the board to approve a resolution to begin the process and to direct staff to prepare ordinance amendments and public hearings needed to finalize the change before the 2026 tax digest cycle. A board member clarified that adopting the resolution would allow the tax commissioner to stop ordering decals for next year; the board would still need to amend the county ordinance with two public hearings for the change to take effect.

A motion to adopt the resolution was made, seconded and passed on a voice vote; commissioners voted “Aye.”
