North Ogden adopts Weber County pre‑disaster mitigation plan to preserve FEMA eligibility

Without a city adoption within one year of the county’s approval, the city could lose eligibility for certain pre‑disaster grant programs.
Hunsaker said Weber County’s updated plan is the product of roughly two years of work and that the county’s version — about 1,100 pages — was submitted to FEMA for review after prior versions were denied. He listed the plan’s local priorities — flood, wildfire and earthquake mitigation — and said the plan ranks strategies, strengthens coordination among jurisdictions and supports faster recovery and reduced long‑term costs. Hunsaker described the county adoption earlier in 2025 and said cities in Weber County have one year from that date to adopt the PDM and be included as eligible participants for state and federal mitigation grants.
Council discussion focused on procedural details and state/FEMA approval steps. Council Member Severing moved to adopt Resolution 07‑2025 (Weber County Predisaster Mitigation Plan); Council Member Pulver seconded. The resolution passed unanimously on a roll call vote.
The adoption does not itself allocate mitigation money; rather, it is a prerequisite for the city and its residents to compete for federal mitigation grants and pursue local mitigation projects under programs such as HMGP and BRIC. Hunsaker said staff can provide sections specifically relevant to North Ogden to council members on request.
Next steps: The emergency management office will supply council members with the PDM sections applicable to North Ogden and monitor FEMA’s final approval. Council members also mentioned bringing the plan’s priorities into city planning and critical infrastructure protection conversations.
