The Oregon House passed Senate Bill 1189, an emergency measure supporters said resolves a conflict between state and federal law and unlocks $50 million in American Rescue Plan Act (ARPA) funds for Marion County’s North Santiam Sewer Project.
Representative Deal described the project as urgently needed to replace aging sewer systems, move residents off failing septic systems, protect water and the environment, and support communities still recovering from the 2020 wildfires. Deal said the emergency clause lets Marion County begin work before the federal funds expire.
Representative Kate (floor speaker) recounted the project’s origin in a 2021 wildfire-recovery work group that prioritized investments to help communities rebuild and increase resilience; she said the Legislature allocated the $50 million to Marion County in 2021 and urged passage to avoid losing the allocation.
Other members said the bill benefits upstream water quality for communities such as Salem and emphasized the continuing recovery needs in communities affected by the 2020 fires. The clerk declared Senate Bill 1189 passed after receiving the constitutional majority.
