St. Paul Park updates fee schedule: rental inspections passed through to Rum River; new ball-field fees set

The City of St. Paul Park City Council on April 20 adopted Ordinance No. 777 to amend Chapter 42 of the municipal code, updating rental inspection fees as a pass-through to Rum River (the rental-inspection vendor) and creating a new fee schedule for use of city ball fields.
City Administrator Kevin and public works staff explained the changes were prompted by operational costs and by the recent disbanding of the Saint Paul Park Athletic Association. The Cottage Grove Athletic Association requested use of multiple city fields, and public works prepared fees to cover staff time, equipment and field maintenance supplies such as chalk.
The new schedule creates two rates: a reduced rate for neighboring jurisdictions (for example, Newport and Cottage Grove) and a higher rate for users from farther away, such as tournament hosts. Staff said that purely Saint Paul Park teams that are local would not be charged under the adopted schedule. The council voted 4-0 to adopt the ordinance.
Councilmembers said the intent is to recover maintenance costs while keeping field access affordable for local youth and nearby communities. Public works supervisor Tony Brinkman worked on the fees with staff, and details on implementation will be handled by public works and finance staff.
