WAKULLA COUNTY, Fla. — The Wakulla County Board of County Commissioners approved awarding RFP 2025‑01, the county impact‑fee study, to Kimberly Horn & Associates Inc. and approved a consulting services agreement, the board recorded by voice vote, 5‑0.
Staff said the county charter review commission proposed a charter amendment requiring the county to commission an impact‑fee study beginning in 2025 and every five years thereafter; voters approved that charter amendment in November 2024. The RFP was issued in January 2025 and described two tasks: Task 1 is a review of the county’s capital improvement plan and facility inventory; Task 2 would conduct more detailed analyses and, if warranted, determine which facilities (transportation, parks, libraries, etc.) should be subject to impact fees.
Staff told the board that Task 2 is capped at up to $166,000 if the board commissions that second phase after Task 1 results. One commissioner summarized the total for the full study differently during discussion and said “it won’t be more than $124,000 for this entire impact fee study,” creating a discrepancy in stated totals; staff confirmed there were two responsive proposals to the RFP.
A motion to approve the award and agreement passed 5‑0. Staff said Task 2 would only be commissioned if Task 1 identifies a fundable need and if the board directs the consultant to proceed with the second phase.
