Director briefs CRA on state bills; proposed changes would limit CRA activities and bonding, but amended version less severe

CRA staff briefed the board on recent Florida legislative activity affecting community redevelopment agencies. Staff said the bills (cited in the meeting as Senate B 1242 and HB 991) moved through committees and have been amended; the most severe early proposals — which would have prohibited new CRA programs and bonding after Oct. 1, 2025 — were no longer in the versions presented to the board.
Staff highlighted two provisions relevant to the North Miami CRA: (1) if adopted in its current amended form, CRAs would be explicitly prohibited from directly or indirectly sponsoring concerts, festivals, holiday events, parades or similar activities; and (2) the amended bill would remove the ability to extend the statutory life of a CRA beyond its currently adopted sunset date. Staff said North Miami’s CRA currently sunsets in 2045 and would not be able to extend past that date if the amendment becomes law.
Staff cautioned the board that the bill had not been adopted and was still moving through committees; the version on the board’s desk was more favorable than an earlier proposal. Staff also noted that even if the amended bill were adopted, the North Miami CRA does not have current financial capacity to issue new bonds, so some language would be a legal limit without immediate fiscal effect.
Board members thanked staff for the update and acknowledged the changes could significantly affect other CRAs although North Miami would be less affected in the staff’s view. No board action was taken; staff will continue to monitor the bills as they progress.
