County executive seeks $3.1 million increase to Working Families Income Supplement; committee defers final action

The County Executive’s recommended FY26 budget includes a $3,100,000 increase (11.3%) to the Montgomery County Working Families Income Supplement (WFIS) non‑departmental account (NDA) to align annual appropriations with actual state invoicing, staff told the Government Operations and Fiscal Policy Committee.
WFIS provides a county supplement to the state earned income tax credit (EITC). According to the staff presentation, Montgomery County currently supplements the state EITC at a 56% match for eligible county residents; the staff packet said the state increased its own match to the federal EITC to 50% (up from 45%), and combined county and state support equals about 78% of the federal EITC under the current structure.
Committee staff told members the WFIS office informed them the current county appropriation was insufficient and that, without the requested increase, staff have needed to lift budget controls and perform end‑of‑year transfers to cover costs. Staff also pointed to a sensitivity estimate in the packet showing that a 1 percentage‑point change in the county match would affect costs by about $559,000.
Committee members said they had received a late memo from the County Executive with a proposed amendment and indicated they would either return the item to the committee or take it directly to full council after reviewing the executive’s amendment. No formal committee vote on the WFIS increase was recorded during the meeting.
