Commissioners approve three state-funded health MOUs including $150,000 Monrovia fitness project

The Morgan County Board of Commissioners approved three memorandums of understanding on April 21 that attach state Health First for Indiana grant awards to local partners.

Commissioners approved MOUs covering projects for the American Diabetes Association, First Response Wellness Foundation and a proposed fitness courts project at the Hall Civic Center that was presented as a $150,000 project funded primarily with state dollars and local fundraising. The board recorded the approval by voice vote, motion carried 3-0.

Anne, the county attorney, told the board the MOUs and attached exhibits had been drafted and reviewed; she noted minor edits were needed to correct mislabeled attachments but said she saw no substantive legal barrier to approval. She also advised that a separate resolution in support of the National Fitness Campaign was optional and not required for the MOU to take effect.

Randy Hall of the Hall Civic Association told the board the association had raised local commitments — including an expected $30,000 contribution from the National Fitness Campaign — and that local fundraising was underway to cover the nonstate portion. Commissioners said most of the grant money described at the meeting comes from the state and is not Morgan County tax dollars.

The board approved the MOUs by motion; no separate resolution backing the National Fitness Campaign was adopted at the meeting after the county attorney said it could create confusion by being broader than the MOUs themselves.

Action: motion to approve all three MOUs carried 3-0. The attorney asked staff to correct attachment labeling before final signatures.
