Commissioners approve Chateau Nemours final plat; one commissioner abstains

Gulf County commissioners approved the final plat for Chateau Nemours, a planned development in Port St. Joe that includes 52 residential lots and two commercial lots for a restaurant and pool area, but one commissioner abstained because of a potential conflict.
Planning staff told the board that the project had prior approvals: the PDRB and the commission approved related planned-development actions and a preliminary plat in 2024. Staff said permits and documentation were largely complete but that the county still needed final roadway, water and sewer approvals or proof of an escrow account to cover those improvements.
Caleb Brown of CWB Engineering represented the applicant and answered commissioners' questions. Commissioners expressed concern about future inspections of homes built in the subdivision and about local authority to inspect private home construction; several members said they wanted the county to seek clearer legislative authority for house inspections.
A motion to approve the final plat, incorporating PDRB findings and the contingency on final approvals or escrow, passed with four yes votes and one abstention. A commissioner said she would abstain because she had performed work on the commercial building as an architect since the preliminary plat.
The commission noted the PDRB recommendation to approve and included that recommendation in the motion. County staff will require the final approvals or verified escrow before recording the final plat.
