College Place council approves $1.5 million contract amendment for Phase 1B of wastewater plant

The College Place City Council on April 22 authorized the city administrator or designee to sign a contract amendment with JUB Engineers for time-and-materials construction management services for the wastewater treatment plant Phase 1B project, not to exceed $1,500,000.
City Administrator Mike Rizzatello told the council the Phase 1B work includes excavation to create a large storage basin for treated effluent, construction observation, repackaging of bids, and permitting work including dam-safety requirements. He said Phase 1A focused on replacing equipment while Phase 1B will create additional storage capacity prior to creek discharge.
Rizzatello said the project financing is a package that includes a Washington State Department of Ecology grant, sewer lining and lift station work, and congressional-directed spending. He identified a $3.5 million congressional allocation from Representative Cathy McMorris Rodgers as “still in play” and said the broader financing package from Ecology and other sources totals more than $26 million.
Council members asked clarifying questions about cost and funding; no member opposed. A motion to authorize the amendment was seconded by Council Member Williams and approved by voice vote.
The amendment covers construction management services on a time-and-materials basis; the contract will be administered by the city administrator or designee. No vote tally was recorded in the public transcript and no additional conditions on the amendment were reported.
