Board adopts roads-and-bridges plan, allocates $100,000 for Route 83/637 roundabout and cancels underfunded projects

At the April 22 Dickenson County Board of Supervisors meeting, county staff and board members discussed the annual roads-and-bridges plan for fiscal 2025-26 and voted to adopt the plan and pass a resolution asking VDOT to cancel several previously funded but underfunded projects, returning unspent funds to the county for reallocation.
County staff told the board the plan lists anticipated collections of $2,850,500 and includes the following allocations: $712,500 to Beseda (coal-road distribution), $90,000 total to towns ($30,000 each), $534,003.75 to the town of Clearwood PSA for water projects (in accordance with House Bill 1698), and a road-stabilization fund of $40,000 (raised from $30,000). Staff said $1,300,000 was earmarked for projects pending VDOT recommendations. The plan also included a $100,000 allocation in support of the Route 83/637 roundabout, a Smart Scale project that requires utility relocations.
Staff and VDOT representatives said recent February flooding delayed VDOT's project reviews, so VDOT asked the county to prioritize its single most important project per supervisor; staff said they will reconvene a prioritization meeting in August. Assistant residency administrator Joey Mullins and residency administrator Alan Sumpter attended the advisory committee meeting and briefed the board on the delay.
During the meeting the board also considered four older CSD (coal-and-gas-road) projects at Rocklick (two projects), Splash Dam, and Brush Creek that VDOT informed the county are underfunded relative to current scope and cost. The board passed a resolution requesting those projects be cancelled and any funds already paid be returned; staff estimated roughly $350,000 could come back to the coal-road account. Staff said once funds are refunded and re-accounted, the board will revisit project funding and prioritization at the August meeting.
Board members discussed alternatives including revenue sharing to increase competitiveness on larger projects, and several supervisors pressed for re-scoping problematic projects such as Brush Creek, where flooding and drainage issues remain a local concern. The board voted to adopt the roads-and-bridges resolution and to request VDOT cancel the underfunded projects and refund unspent funds so projects can be re-evaluated in August.
